NEUMAR, the association of nuclear and maritime players for energy sovereignty and transition in and by Europe
The NEUMAR Association, combining major players in the maritime and nuclear sectors in France and in Europe, commits to develop advanced nuclear applications and to create the necessary conditions and infrastructure for the safe and sustainable development of the maritime sector, including for the supply of energy in coastal areas.
Shape and make Nuclear Maritime Business by and for Europe
Initiated by French players, with a European and more broadly international vocation, NEUMAR's activities will initially focus on infrastructure, and on the regulatory and financial framework necessary for a de-risked development of such nuclear maritime applications thanks to the recognised experience of French and European players.


An association geared towards delivery
Launched by an initiative of French and European companies, the NEUMAR association was created at the end of its first general assembly, held in Paris on June 3, 2026.
Objectives
By bringing together the skills, experience and resources of the two worlds of nuclear and maritime, NEUMAR will contribute to the advancement and integration of these technologies as well as to the development of the institutional framework allowing Europe to take advantage of its energy, nuclear and maritime strengths and to fulfill its energy transition commitments.


By and for Europe with a global view
NEUMAR also aims at co-shaping an European platform together with other nuclear maritime initiatives by addressing those activities that will benefit to all and that will shape the infrastucture, regulatory and overall technology-to-business success for European nuclear maritime applications in Europe and globally with international partners.
A collaborative platform, labelled OCEANUC, is launched in parallel with NEUMAR and addresses a clear objective of NEUMAR to ensure European co-ordination within, with and for Europe on the international scene.

Acknowledging the critical role of the maritime sector in achieving global climate goals, and the need to transition towards sustainable energy systems, it is important to address the unique challenges of decarbonising shipping, one of the hardest sectors to abate. This calls for urgent, coordinated efforts to align maritime transport with global climate objectives. As a cornerstone of global trade, ensuring the sector’s sustainability is essential for a just transition and long-term resilience.
Recognising the pivotal role and transformative potential of nuclear technology, expected in the form of Small Modular Reactors (SMRs), as a safe and reliable, low-carbon energy solution. Deployed industrially, SMRs offer a unique opportunity to decarbonise global shipping and port operations, as identified by the International Atomic Energy Agency (IAEA).
Taking note that the integration of nuclear reactors in civil maritime operations requires coordinated international efforts to address technological, safety, regulatory, and societal challenges as well as to mobilize significant investments and human resources.
Recognising the urgent need to shape the international standards, regulations and practices for a safe and sustainable deployment of nuclear technology in the maritime sector.
Underlining the importance of collaboration between industry stakeholders, regulatory bodies, and research institutions to develop pilot projects, study the techno-economic viability, establish best practices, and create an enabling ecosystem for civil nuclear technology deployment.
Considering the ongoing efforts to build synergy between nuclear innovation and maritime decarbonisation, it offers an unique opportunity to combine the nuclear and maritime industry within a strategic vision for a sustainable future. Strong public-private leadership will be key to driving the cooperation and investment needed to meet global climate goals.
Welcoming the French Government’s initiative (France 2030 Investment Plan) and the industrial declaration of intent jointly issued by the industry associations GIFEN, GICAN, and Armateurs de France, to further advance nuclear technology innovation - including SMRs - further underscore France’s commitment to positioning itself as a global leader in integrating nuclear solutions within maritime operations.
Agreeing that France, with its leadership in nuclear innovation and maritime expertise, calls its counterparts in the European countries to join efforts, skills, foresight and entrepreneurship to play a pivotal role in shaping the international standards and practices and to get prepared for a timely industrial deployment of nuclear in maritime as another European sector of excellence
